Policy-making in the lighting industry. What changes are needed for further development?

Three years ago, we worked together to lay the groundwork for modern domestic requirements for lighting fixtures, as reflected in Government Decree No. 2255 "On Approval of Requirements to Lighting Devices and Electric Lamps Used in AC Circuits for Lighting Purposes». However, the Technical Regulation of the EAEU have the absolute priority in the regulatory field. Now, it is a favorable situation for us to reiterate agenda, but at a higher level – EAEU Technical Regulation "On requirements to energy efficiency of power-consuming devices", as the Eurasian Economic Commission has launched its revision. Initial proposals for an updated version of the technical regulation have been prepared by an initiative group of the industry community.

On 19 September, at the international trade fair Interlight Russia | Intelligent Building Russia, Association of Manufacturers of LEDs and Lighting Consortium held a strategic session – a key event of the lighting industry. The conference was attended by representatives of federal authorities, business and media.

Head of the regulatory department at Lighting Technologies Alexander Bogdanov spoke at the conference. The main points were reflected in the final resolution, and the official proposals were sent on behalf of the Lighting Consortium to the Ministry of Industry and Trade, Rosstandart, the Ministry of Economic Development and the Eurasian Economic Commission.

The key proposal is to have two attachments instead of three in the original EAEU Technical Regulation (previously – EAEU Technical Regulation 048): on light sources and lighting fixtures. Each attachment has a similar structure and consists of three parts:

The first part: the energy efficiency requirements in lm/W taken from the Government Decree No. 2255 "On Approval of Requirements to Lighting Devices and Electric Lamps Used in AC Circuits for Lighting Purposes»;
The second part: the rules for determining energy efficiency taken from the EU Directive 2019/2020 (Ecodesign Directive);
Part three: performance requirements – similarly to Government Decree No. 2255 and EU Directive 2019/2020.
It is worth noting that this proposal for the draft EAEU Technical Regulation has been mentioned at a number of previous events and received positive feedback from the Ministry of Construction, Ministry of Digital Development, Communications and Mass Media, as well as the Department of Electronic Industry of the Ministry of Industry and Trade.
